This is an abbreviated, simplified form of the Covenants that provides an overview of the Homeowners Association policies.

The covenants provide the policies of Comotara including the calculation and collection of HOA Fees, the responsibilities of the Board, and how the Architecture Committee controls changes to the properties among other things.

The bylaws go into more depth on how the Covenants are executed. It describes in part when the Board meetings and Annual General Meeting occur, which Board officers are elected and how they are elected, and how members can attend meetings if they are unable to be there physically, and how homeowners are notified of these meetings.

The Kansas Homeowners Bill of Rights Act was passed by the Kansas State Legislature to protect the rights of HOA homeowners. Included are the rights of homeowners to know where HOA Fees are spent and to read contracts and other documents approved by the HOA board. In short, the Bill of Rights requires greater transparency by the HOA Board and makes it more responsive to the needs of the homeowners.
